This dress is made from two parts: 
Tulle skirt
Bodysuit
 
Here are patterns for the leotard and underskirt. 
The dress is made from two parts that the sewing and fitting would be easier. A bodysuit makes the dress more fitted and comfortable. It's easier to move it stays in place while wearing. It doesn't go up while dancing or moving.
 
In this PDF pattern, You will find a Bodysuit and long skirt.
It is very important to choose the correct material for the bodysuit. Use only stretchy lycra, velvet, spandex, lace fabric. 
For the bodysuit, I used 4 ways stretchy velvet fabrics.
Then I added more decorative thicker lace on the chest and back. Clasp on the bottom.
For the skirt, I used soft tulle. I sew the underskirt from non-see-through soft chiffon.

Lace placement and how many tulle layers to use for the skirt is the choice for You (seamstress/designer) to make.
